    Phil Hartley
     
     Phil Hartley is a Chartered Environmental Health Practitioner.  
	He has worked for Newcastle City Council since 1990 and has specialised 
	in land contamination for the last fourteen years.  
	Newcastle City Council was one of the first Local Authorities 
	to determine a site as ‘Contaminated Land’ and has made a total of 
	six determinations under Part IIA of The Environmental Protection Act 1990.  
	The Council has close links with Newcastle University and has worked 
	collaboratively to assess sites and develop risk assessment techniques 
	which more accurately assess risk and potential harm. 
	Phil Hartley is on the panel of 
	Rescuing Our Brownfield Spaces in 
	April 2014 as part of the ETUDE project
